Just place it C:Program FilesLionhead StudiosBlack & White 2DataBalance folder (default path), replacing your old one.
Make sure you backup your old one, just incase you want to go back to normal.

ALSO this will only take effect ONLY IF YOU START A NEW GAME.
This may/may not affect any of your current games, only your new ones.
